About the changes
The Victorian Government is putting new laws in place to strengthen the training system for apprentices and trainees. The new laws will:
- better protect apprentices and trainees at work
- improve the quality of training
- support employers to meet their responsibilities when hiring and training apprentices and trainees
The changes were introduced through the Education and Training Reform Amendment (Apprenticeships, Traineeships, Schools and Other Matters) Act 2026. The Victorian Parliament passed the new laws on 8 September 2026.
The changes will start coming into place from 1 July 2028.
How will the changes affect me?
Why are these changes needed?
The reforms are being implemented in response to recommendations by the Apprenticeships Taskforce.
The Taskforce found that negative workplace experiences can result in apprentices and trainees not completing their qualifications. Most employers are doing the right thing, however there is opportunity to strengthen the safeguards in place.
As recommended by the Taskforce, these reforms address gaps in existing laws to improve the training system and help employers provide a safe and supportive workplace.
Next steps - Consultation
The Department of Jobs, Skills, Industry and Regions is currently developing the draft regulations. It will consult with key stakeholders to inform the draft regulations in the first half of 2027.
The Department will also invite public submissions on the Regulatory Impact Statement and draft regulations in 2027. A Regulatory Impact Statement measures the estimated costs and benefits of the regulations.
